Liaoning is one of the 13 major grain-producing provinces in China and an excellent peanut producing area. Its grain output has stabilized at more than 46 billion jin, and 3.7% of the country's grain is produced with 3% of the country's grain sown area. In 2022, the grain and oil crop planting area of Liaoning province is 58 million mu, and the output is 24.85 million tons, ranking 12th in the country. The grain and oil processing industry has initially formed a development pattern dominated by large and medium-sized enterprises such as CoFCO, Yihai Kerry, Jiusan, Hefeng, Dingxiang and Fuhong. Grain and oil storage and logistics capacity has gradually improved, becoming an important grain logistics node. The total output value of the whole grain and oil industry chain in the province reached 230 billion yuan, and 441 grain and oil industry enterprises above designated size achieved business income of 151.7 billion yuan. The overall scale of grain and oil processing industry ranks 10th in the country, and the scale of feed and vegetable oil production ranks first in the country.
At present, with the upgrading of consumer demand and the need to ensure food security, the supply chain of grain and oil products shows a diversified development trend. Liaoning Province has made it clear that it is necessary to focus on the six grain and oil industries, take extending the industrial chain, upgrading the value chain, and building the supply chain as the path, take raw material base as the main position, gathering groups as the main battlefield, brand building as the main direction, innovation as the main driving force, and new agricultural operation as the main force, and comprehensively promote the grain and oil industry to scale, standardization, green, and fine deepening development. Build a modern grain and oil industry system to provide strong support for Liaoning Province to build a big province of food industry.
Build a base of high-quality processing raw materials. The planting area of corn and rice in Liaoning province will be stabilized, and the planting area of miscellaneous grains and peanuts will be appropriately expanded. To promote the construction of corn bases in central and northwestern Liaoning Province, japonica rice in Liaohe River Basin, peanut bases in northwestern Liaoning Province and multigrain bases in western Liaoning Province. Encourage enterprises to establish cooperative relations with new agricultural business entities, and vigorously develop order production. We will accelerate the innovation of grain and oil crop varieties, carry out research on improved varieties, select new varieties with independent intellectual property rights, and strengthen the demonstration and promotion of excellent varieties. Resolutely curb the "non-agricultural" and "non-grain" conversion of cultivated land. We will strengthen the construction of high-standard farmland, implement black land protection projects, and promote the protection and quality improvement of cultivated land. We will promote green technologies for increasing yield and efficiency, and strive to raise the yield per unit area to promote higher and more efficient grain production. We will accelerate the transformation and upgrading of agricultural machinery and equipment, promote the matching of good varieties and methods, and raise the overall mechanization rate of grain and oil crops.
We will promote the agglomeration and development of grain and oil industries. We will encourage grain and oil processing enterprises to cooperate with equipment manufacturers, grain purchasing and marketing, and logistics enterprises, and promote the development of "production, purchase, storage, plus marketing". Focus on promoting the construction of grain processing bases and logistics bases in port areas, improve the logistics service system of "grain from the North to the south", and form a port grain and oil industry base group. Strengthen the infrastructure construction and public supporting services of the agglomeration area, promote the agglomeration of various resource elements to the park, improve the project carrying capacity of the park, and play the role of the park "incubator". To build a grain distribution and intensive processing base in Northeast China represented by Panjin Rice, focus on cultivating a group of grain and oil processing agglomeration areas with revenue exceeding 10 billion yuan in Shenbei New District, Tieling County and Liaobin coastal areas, and support the construction of grain and oil processing agglomeration areas in Kaiyuan, Zhangwu, Panjin Gaosheng, Xinmin and Jianping. We will accelerate the upgrading of industries such as primary processing of grain and oil products, intensive processing, staple food processing, and comprehensive utilization.
We will accelerate the construction of grain and oil processing projects. Increase investment promotion efforts, with the county (city, district) government and the administrative committee of the gathering area as the main body, accurately docking well-known grain and oil enterprises at home and abroad, organize flexible and diverse docking activities, and plan to reserve a number of major grain and oil processing projects. Give full play to the benefits of the use of central funds, and speed up the construction of small-grain peanuts, Liaoning soybeans, and japonica rice national advantageous industrial cluster projects in the Liaohe River basin. Give full play to the guiding role of provincial agricultural product processing subsidies and provincial special funds for intelligent manufacturing, support enterprises to upgrade their technologies, and comprehensively improve the development level of grain and oil processing industry. Focus on promoting the construction of more than 6 billion yuan projects such as October rice Field Industrial Park, Yihai Jiali (Kaiyuan) corn germ oil processing, Daibei Agricultural feed processing, grain storage and logistics, and do a good job in "nanny" services to promote projects to achieve production and efficiency as soon as possible. Accelerate the development of baking, prefabricated and other food industries, focus on promoting the construction of Shenyang Peach and plums bread series product base, Holliyou food technology transformation and other projects, and constantly meet diversified consumer needs.
Bigger, stronger and better leading enterprises. Encourage the existing grain and oil processing enterprises, expand the scale of production capacity, improve the quality of products, create well-known brands, and build a large enterprise group as soon as possible. Actively cultivate the reserve enterprise resources for listing, and promote qualified enterprises to be listed in the multi-level capital market. We will strive to cultivate a number of leading enterprises in the grain and oil industry with core competitiveness and industry driving force, and encourage the establishment of a mechanism for connecting interests with new agricultural business entities and farmers. Leading enterprises such as Hefeng Animal Husbandry and Fuhong Oil Products are encouraged to gather small and medium-sized enterprises to carry out downstream product deep processing or logistics distribution, jointly formulate standards, develop markets, research technologies, expand financing, etc., and achieve complementary advantages. Guide the establishment of agricultural industrialization consortiums and industrial alliances, give play to the role of Panjin rice and Fuxin peanut industry alliances, and promote the integrated development of the first, second and third industries.
We will improve the storage and logistics system. Liaoning will give full play to its geographical and regional advantages of being the main grain producing area in Northeast China, connecting to domestic and international sales markets, and having both land and sea routes, and strengthen the construction of grain logistics network. Large and medium-sized staple food processing enterprises are encouraged to develop warehousing and logistics cold chain facilities and extend production and marketing networks to towns and villages. Promote the construction of important grain logistics nodes, and comprehensively improve the level of information technology and automation. We will innovate investment and financing methods, guide the active participation of private capital, form a storage facility system with matching functions, reasonable layout and efficient operation, and promote the organic combination of grain storage capacity and processing and transformation capacity. Enterprises are encouraged to build infrastructure such as specialized public terminals and logistics parks for grain and oil transportation, and optimize related supporting capabilities of logistics nodes such as parks. Improve soybean, soybean meal, soybean oil and other futures trading, explore peanut futures trading in Dalian Commodity Exchange.
Expand sales channels for grain and oil products. Relying on raw material resources of grain and oil products, we will strengthen embedded cooperation with the Beijing-Tianjin-Hebei, Pearl River Delta and Yangtze River Delta regions. Promote the construction of a credit system for the quality and safety of grain and oil products, and gradually realize the management of the "identity card" assigned to grain and oil products. Guide grain and oil processing enterprises to actively participate in the formulation of national standards and industry standards, and cultivate standard "leaders". Promote the construction of a traceability system for the grain, oil and food manufacturing industry, and form traceability information for the whole chain of raw materials, production and sales. Accelerate the promotion and application of modern information technology in the industry, improve the quality traceability system, and innovate quality supervision channels. We will strengthen our capacity for industrial technological innovation. Build enterprise public service platform, innovation and achievement transformation platform.
